Iowa Department of Education Near full-time consulting for Project EASIER, providing on-site and remote programming, SQL server assistance, support, and project management.
Post-secondary Electronic Standards Council Performed research, developed data dictionaries, and presented at various industry conferences while developing XML standards for educational data.

Was Implementation Manager for EDI Services, responsible for the successful requirements gathering and implementation of custom solutions involving data transfer between disparate systems. I also served as Team Lead for EDI development with the duties of analysis, specification, development, implementation, and maintenance of EDI (mainly SPEEDE/ExPRESS) systems. Led PC development of government contracts, was responsible for key elements of proprietary EDI-based systems, and led product design and implementation. Responsibilities included team leadership, on-site customer support and training, proposal writing, EDI translation, Value Added Network and Internet-based communication systems, database programming, third party software evaluation and procurement, and technical writing.
Major projects have included:
Project EASIER: Initiative of the Iowa State Department of Education to allow schools, post-secondary institutions, and state agencies to exchange data via EDI. Was team lead for software development, and technical contact with the customer. Duties included development, project management, on-site customer interaction, and system integration.
Entrata Electronic Services: Integrated PC-based EDI solution for high schools, colleges, and school data centers for transmitting college applications and transcripts as SPEEDE/ExPRESS transaction sets. Was team leader responsible for EDI translation, data transfer and communication software, and trading partner administration. Development based in Visual Basic and Delphi.
Department of Education Payment Management System Monthly Electronic Expenditure Reporting System: PC and mainframe system developed to allow 3000+ academic institutions to electronically report monthly expenditures. Was responsible for PC development using Clipper and Borland C, and managed communications and file transfer via a Value Added Network.

Continued prior American Testronics duties, with the addition of in-house and site-based compact scanning and scoring systems, interactive database systems, and multi-platform batch systems connected via TCP/IP and using Telnet, FTP, and cc:Mail for data transfer. Job changed due to acquisition of American Testronics.
Senior Programmer/Analyst, American Testronics, Coralville, Iowa

Main duties included the design, implementation, and maintenance of an integrated scan/score/report system on a Novell PC LAN for a series of standardized tests. System was based on a distributed processing model and supported large volume processing of major school districts. Other duties included project management, in-house batch and interactive systems, Novell LAN management and installation, PC and mainframe hardware support, PC interaction with OMR scanner and other devices, software purchasing and installation, and production support.
